The study, titled China Agricultural Trade: Competitive Conditions and Effects on US Exports says the development of China biofuels industry affects China agricultural production mix as it diverts output away from human and animal consumption into use as a fuel and contributes to increased imports of feedstock sources. China is the world second largest corn-producing country, using the grain primarily for animal feed, and ethanol production and prior to 2010, it imported very little corn.
Like wheat, the Chinese government views corn as important for national food security and provides support for domestic corn growers by guaranteeing prices for domestic corn from state-owned enterprises and by providing subsidized seed, while controlling exports to ensure that corn is available for domestic use. But strong demand, coupled with poor production in 2009-2010 led China to import around 1.5 million mt of US corn and in 2010, China became a net corn importer.
The majority of fuel-grade ethanol in China, approximately 80%, is produced from corn.
GRAIN PRIORITIZED FOR FOOD AND FEED, NOT FUEL
According to the report, China has been making an effort to move away from grain-based ethanol production and into alternative feedstocks. Until May 2006, government subsidies were limited to fuel ethanol, at which time the central government outlined the creation of a special fund to encourage the development of renewable energy resources, including ethanol and biodiesel. But more recently, the government subsidy was reduced from Yuan 1,883 / mt in 2005, to Yuan 1,628 / mt in 2006 and Yuan 1,373 / mt in 2007. Four large state-owned ethanol plants were constructed in Heilongjiang, Jilin, Henan, and Anhui provinces in 2001, and by 2009, eight plants with a total capacity of 2.2 million mt had been built .
Currently, ethanol producers in China benefit from a number of financial incentives, including the refund of value added tax, exemption from a 5% consumption tax, a profit guarantee of Yuan 100/mt ($ 13 / mt), preferential supplies of grain stocks, and compensation for losses.
BIODIESEL PRODUCTION IN CHINA INSIGNIFICANT
Biodiesel production in China, however, is still too small to meet a significant portion of the nation overall energy demands, but the central government is promoting biodiesel using a variety of feedstocks, the report said.
